【讲座内容简介】

Equity of access to healthcare is regarded as a key objective of national and international health policy. In contrast to other European countries, the majority of the population pay the full out-of-pocket cost of general practitioner (GP) care in Ireland. The current Irish system of healthcare financing, and the associated structure of public healthcare entitlements, have been criticized frequently on equity and efficiency grounds. While still a relatively young population by EU standards, the population of Ireland is ageing.

Using data from the Irish Longitudinal Study on Ageing (TILDA), we focus on the impact of financial incentives, arising from the current structure of healthcare entitlements on GP service utilisation among the older population in Ireland. We attempt to answer the following research questions: (1) Do public healthcare entitlements influence use of GP services? (2) Are GP user fees a particular burden on those with low incomes?
